The Address Supporting Organization (ASO) has received a request concerning the 
ICANN Board-approved Standard Bylaws Amendment to add a new Section 27.6, 
“Timing for Specific Reviews,” to the ICANN Bylaws.

The proposed amendment, approved by the ICANN Board on 3 May 2026, would 
establish a transition article temporarily affecting the timing of certain 
ICANN Bylaws-mandated Specific Reviews. These reviews include the 
Accountability and Transparency Review, the Security, Stability and Resiliency 
Review, the Competition, Consumer Trust and Consumer Choice Review, and the 
Registration Directory Service Review.

The At-Large Advisory Committee (ALAC), acting as an Empowered Community 
Decisional Participant, has issued an Empowered Community Rejection Action 
Petition Notice opposing the proposed amendment. ALAC has expressed concerns 
that the amendment could further delay important ICANN accountability reviews, 
formalise existing delays, create excessive gaps between review cycles, and 
insufficiently address community input submitted during the public comment 
process.

As part of this process, the ASO has been asked to consider exercising its 
rejection powers within the ICANN Empowered Community in relation to the 
proposed Standard Bylaws Amendment.

The NRO EC will review the request taking into account the interests of the RIR 
communities and the ASO’s role within the ICANN Empowered Community in 
accordance with the applicable ASO procedures for ICANN Empowered Community 
Rejection Actions powers.
