1.  Third-Party Smackdown, Round III

Readers of this newsletter are aware of HB-2642, which would have made it 
illegal to pay petitioners on a per-signature basis -- and thus make 
third-party and primary petition gathering much more expensive, difficult, and 
time consuming.

Bob Lynch, Dabney Morris, another sometime petitioner, and Roy Scherer were 
there to oppose the bill, but did not have to speak.  Scherer reported that 
HB-2642 received the "shad treatment" this afternoon in the Senate Privileges 
and Elections Committee.

Senator Petersen had already promised to opose the bill.  Senator McEachin 
amended it to remove the part we disliked, and extracted a promise from Orrock 
not to try to get it back in in conference committee.  All votes should be 
online by tomorrow.

At this time, it appears the Third-Party Wipeout Act is dead for the year (but 
we will never be 100% sure if Orrock or someone else will try to revive 
Frankenstein).

But let's hope for the best.  Right now, the Libertarian Party of Virginia 
suggests Senators Petersen and McEachin should be given all appropriate 
accolades.  Please take a few minutes and drop them a line to thank them for 
helping to stop this bill:

2.  Thanks To You, Too!

This author would like to recognize the work of the following individuals, who 
contacted their legislators about HB-2642, and for forwarding the replies (most 
of which were noncommittal, unfortunately).  First name & initial only -- but 
you guys know who you are.  Let this be your notice that your effort was 
noticed and appreciated (and please forgive me if I've omitted anyone who 
should be listed):

It was clear more people sent in messages than I list above -- because I 
received a phone call from a legislative assistant asking for more information 
about the problems with the bill.  The assistant said their office had gotten 
three different messages in opposition to the bill.  The above are just the 
ones who cc'd me with their legislators' replies.  In any case, thank you to 
all of you who helped.

Other individuals who helpes spread the word about HB-2642:

- Rick Sincere, a past chairman of the Libertarian Party of Virginia, who 
alerted us to some media appearances for Libertarians in the Charlottesville 
area about the bill.

- Bill Redpath, who appeared on the radio twice about this bill and made 
several crucial contacts with legislators.

- Matt B for correcting my legalese.

- Rob Schilling of the "The Schilling Show" - Newsradio 1070 WINA, 
Charlottesville, VA, for publicizing the bill and allowing us to air our point 
of view.

- Richard Winger, of Ballot Access News, who alerted us of the bill's 
introduction in the first place.

3.  Next SCC Meeting April 25 2009
================================================

The next meeting of the state committee will occur on April 25 at 12:00 pm, 
with an 11:00 am lunch preceding.  It will again be held at the Bleu Bistro.
