The NDP452-KB2901907-x86-x64-AllOS-ENU.exe package contains the framework for various Windows versions. Have you tried to install it from the cli? E.g. start powershell as admin and try to install it?
In my case, I wrote a playbook in order to install it on a W2012R2 using ansible.
