Moscow sees Georgia’s proposal to bring international troops into Abkhazia and 
South Ossetia as provocation


“A proposal of the Georgian authorities to bring international police forces to 
Abkhazia and South Ossetia is a provocation”, Russia’s Deputy Foreign Minister 
Grigory Karasin said. 

Mr. Karasin heads the Russian delegation at the talks on security in the 
Caucasus which are resuming in Geneva on Thursday. 

The talks involve delegations from Russia, Georgia, Abkhazia, South Ossetia, 
US, UN, EU and the Collective Security Treaty Organization. Mr. Karasin says 
the official Tbilisi should first of all address its proposal to Sukhumi and 
Tskhinvali. 

“Public reaction there is very likely to be quite tough”, the diplomat said. On 
8 August, 2008, the Georgian troops attacked its breakaway region of South 
Ossetia and partially destroyed its capital of Tskhinvali. To protect its 
peacekeepers and citizens in the area, Russia decided to carry out an operation 
aimed to force Georgia to accept peace. Then Moscow recognized the independence 
of South Ossetia and Abkhazia, and was followed later by Nicaragua, Venezuela 
and Nauru. In response, Tbilisi cut off diplomatic relations with Moscow and 
announced the two newly formed republics ‘occupied territories’.
