As a registered tcl proc it works fine.

With further testing, both ns_return and ns_returnredirect within an
adp crash the server.   Normally ns_return would never be used with an
adp, but ns_returnredirect should be permitted.  As of 4.0.10 it was
working as expected.

The $conn parameter is an artifact from long ago.  It is/was the
connection id.  Even with it gone, it still crashes.
