Here’s some information that hopefully helps answer your query.

It is worth noting up front that when there is a breach of policy or the APNIC 
Member agreement, APNIC provides the opportunity for the Member to rectify or 
explain the breach. Inadvertent breaches are usually rectified quickly. 
However, if the breach (or the information provided to rectify it) is in any 
way false or misleading, APNIC is more likely to close the account and reclaim 
the resources.

To your questions:

> Usage of the assigned number resources was no longer consistent with the 
> original justification submitted to APNIC when the resources were requested.

APNIC has reclaimed resources when there is evidence that the original stated 
need did not exist.

> Violation(s) of out-of-region usage policy.

APNIC delegates resources only to organizations, which are legally present, or 
have networks located in the APNIC region. APNIC does not have an out-of-region 
usage policy. APNIC Members located in the service region can use their 
resources wherever they want.

However, organizations located outside the APNIC service region must use 
resources delegated by APNIC within the service region.
APNIC has reclaimed resources from out-of-region Members when there has been 
evidence that the resources were not being used within the APNIC service region.
> Any other policy violations.
Most resources that are reclaimed are as a result of a breach of the membership 
agreement and not due to address policy violations. Some previous reasons for 
reclamation (following opportunities for the Member to rectify the breach) have 
included:
- Failing to update invalid whois registration
- Fraudulent credit card payment
- Providing false and/or misleading information
- Identity theft
- Fabricated documents
It might also be a good opportunity to make it clear to the community that 
inadvertent breaches aren’t dealt with harshly, but if they are dishonest then 
the outcomes are much more severe.

Greetings all,

As many of you no doubt know, there has been quite an extraordinarily large
brouhaha of late within the AFRINIC region relating to AFRINIC's efforts to
reclaim certain large blocks of IPv4 addresses from one particular member
organization.  This effort has resulted in considerable litigation within
Mauritius, the home country of AFRINIC.

Partially as a result of this ongoing controversy, but also just for my
own edification, I would like to ask a number of questions about any and
all prior instances in which APNIC has reclaimed number resources from
member organizations, based on APNIC policy.

It seems safe to assume that there have historically been some instances in
which APNIC memberships have been terminated, and any associated assigned
number resources reclaimed, for example, if and when a given member has
simply failed to pay fess due to APNIC.  My questions however have to do
with situations where APNIC policy violations other than the non-payment of
fees are involved.

Specifically, I would like to know if any of you can recall any past instances
where number resources have been reclaimed, by APNIC, for any of the following
reasons:

    *)  Usage of the assigned number resources was no longer consistant with
        the original justification submitted to APNIC when the resources were
        requested.

    *)  Violation(s) of out-of-region usage policy.

    *)  Any other policy violations.
