Just curious, but where did you get this figure from? There may only be a few hundred people who participate in any fashion online, but there's a whole lot more people who still have and use, even if it's just occasionally, their Apple II. Our Apple II user group sits a UG table every month at a local computer show. I get several people each show who tell me they still have and are running their Apple II's. They're just not using it enough for them to be interested in getting it online, or join our group, tho I do give them our webpage, a2.central's webpage, Bill's, etc.
