Not quite... Of course the bank has keys, but those are the bank's keys, and 
you need to have the public parts of those keys.

You must also have your own keys, and the bank needs the public parts of those 
keys.

However, if the bank already has your public keys it will reject any further 
attempts to send public keys, and that's what I meant: Maybe one of your 
earlier key-sending attempts succeeded so the bank now rejects you current 
attempts?

Looks odd, but without looking at the logs I can't say anything about that :-/

That looks like the server rejects your request... You should ask the bank to 
reset the user id and start over again... However, it might very well be that 
the bank no longer accepts new keys for HBCI 2.2? Maybe you are forced to use 
FinTS3 (AKA HBCI 3.0)? Could you ask your bank about that?
