So this is rather bug in implementation of referer, than sign that referer
should be turned off. This is interesting note - mayybe some of
redirrection problems I used to associate with cookies were in fact
referer related ?
(do you want to say, that iit works for you WITHOUT referer enabled ?!)

It won't really crash if you have enough memory, but you are right., that
it should ask user to run setup.bat manualy if there is not enough memory.
Or maybe rather always. or maybe "Finish setup" should exit if it is 1st
time setup ?
