KDE is a full-blown desktop/window manager with lots
of fancy doo-dads. It has a large footprint and
requires a Pentium with 32meg RAM.
icewm does all the functions of a windown manager,
quickly and efficiently. It has a very small
footprint and will run pretty well on a low-end
486 with 8meg RAM.
Both KDE and icewm sit on top of the X windowing
system (which sits on top of Linux). There are
about 20 different window managers, but they all
use the same X.
