Hi Glenn, it looks like you are on the right way. And your screencap could be saved by Shift+Enter and then F2 right to the download directory or whatever. (Saving a web page)
Since Norton Commander offers the function of split screen working with a remote computer there must be a way in adding a dialer to call the FTP-link. If this can be done in Win... there must be a way to do it in DOS. You showed there are possibilities with Arachne.
