I think yes, though the problem is not arduino, it is rxtx which has these needs. As you can see on http://www.rxtx.org/ it's more than a year they don't release, so I don't expect the package to change its behavior unless someone provides them a patch and good reasons to do so. The alternative is modifying arduino so that it doesn't relay on rxtx (which is more of a workaround), but I don't know of other alternatives to manage serial lines through java...
