pacman -Qo /path/to/file

gives the ownership - what package belongs this file to. this is the
core plus point of pacman in general my point of view. such a simple
question gives you the answer to what a pkg belongs and what pkgs do
not belong to any pkg. very usefull for organisation of files.

if you make changes, you save it under a different name. you can do
diff/bindiff and if all people using it agree, you can migrate the
changes to the pkg itself making all users have the changes, that are
in -Suy. :)

i admit, that this is a completely different field of usage for pacman
than it is for distributing software and software-related data.
