Hi, I think that error might indicate you are not using python 2.7. It looks like a typical error when running Python 2 code on Python 3. Arches does NOT work with anything else than Python 2.7.x Please check the installation instructions and make sure you are following them to the letter.
To receive further help with your issue, please provide a more detailed error report. What system are you installing on (Looks like a *nix system), what version of pip are you using (see Adam's answer), what Python version are you using, what steps in the installation instruction have you followed and what output did you get along the way?
