Hi George, Maybe I can help (maybe not though)... I appreciate and agree that there is a wider, more detailed ongoing conversation which likely needs to continue around the shifting of policy you mention. However, I think that the over-arching principles should be broad and general enough that they do not need to shift very often if at all. This draft policy, as currently written, would codify needs-based justification as one of these over-arching principles. It would not set the details of what that needs assessment looks like, what the criteria are, the periodicity, etc. In that light, are you able to provide a yes/no answer? No worries if not - I do understand that this is a nuanced issue.
