Yes, however the need for hierarchical aggregation should be less about
who should or shouldn't get allocations and more about ensuring that
subsequent allocations are aggregateable with previous allocations to
the greatest extent possible.  This is exemplified by sparse allocation
within IPv6.

I gave this a flat-out "no" when I answered, but I now realize that David has raised an excellent caveat that I agree with. My opinion is a bit more stringent: Aggregability is useful; *hierarchical* aggregability, as was originally envisioned for IPv6, has turned out to be not useful.
