Not really. I feel it's more than simply a question of needs-based transfer. It goes to the question of the basic function of ARIN. There is a (I believe small) contingent who attend ARIN meetings that appear to believe that the registration database is an appropriate weapon to enforce policy. In my view, this goes against the very reason for an Internet registry. The RIPE statement is quite clear and succinct: "The importance of maintaining accurate records in the RIPE database is recognised as the NCC's principal task." It might be an interest survey question to see if the people who respond to ARIN surveys agree with a similar statement applied to ARIN: "The importance of maintaining accurate records in the ARIN database is recognized as ARIN's principal task."
