I had a similar question. 8.3 says the minimum transfer is /24. ARIN's initial 
ISP minimum allocation is a /20. If a new ISP wants to buy just a /24, which 
minimum would apply?
We called ARIN today and found out that section 4 prevails and the new ISP 
could not purchase a /24 even with justified need. He would have to multi-home 
or justify at least a /20.

If that is the standard then Scott is correct and there is a limit on the 
number of transfers received in a year and this would cover needs-free 
transfers, negating the possibility of a series of sub-/16 transfers. I guess 
staff could confirm this interpretation?

You are correct in noting this would be a deal-breaker for my proposal, so if 
necessary I will add language to limit needs-free transfers to one per year.

  Fair enough, but one could also argue that 4.1.8 doesn't apply to transfers 
because the whole section is about ARIN issued space, not transfer obtained 
space.  They key is how ARIN would implement the proposed policy, which will 
happen latter in the staff assessment after the proposal is a draft policy.
