Team Review is being done for all IPv4 requests for space from
ARIN's available inventory. 8.3 transfers are not from this pool
of address space and therefore, are not being team reviewed.

Can you share the reason for that?
Why are transfer justifications not subject to the same scrutiny as free
pool addresses?
Could there be an intrinsic difference between them?
When the ARIN Countdown plan was being considered by the community, was it
clear that these policies were limited to free pool requests only?
Because when I re-wrote section 8.3 with verbiage referencing ARIN policy it
was interpreted as applying section 4 to transfer justifications except with
a 24 month horizon.
Maintaining the needs test for transfers increases the potential for
corruption as ARIN staff decisions affect large monetary transactions.
Team review reduces the risk, IMO. Something to consider.
