Owen - Team review is not called for in policy; it simply is one aspect of ARIN's IPv4 Countdown Plan. The IPv4 Countdown Plan provides for appropriate management of incoming IPv4 requests as the ARIN region IPv4 free pool diminishes. There is no reason to review IPv4 requests that are not for IPv4 free pool resources, as the free pool depletion does not have potential to impact ARIN's ability to satisfy such requests.
