Needs-assesment does inhibit organizations which lack operational need (present 
or future) from investing in number resources and monetizing them in the 
future.  
There are obviously creative workarounds, but they introduce significant risk 
and
thus makes investment correspondingly less attractive.

Whether inhibiting non-operational market participants is desirable (and the 
related
costs of doing so) is an economics/policy question for the community to 
consider.
