Hi Owen,

ARIN openly publishes sufficient information to verify that you're
talking to the resource holder. Depending on how much confidence you
want, you can automate by email, require the POC to answer a phone
call or respond to a code provided via certified mail.

Because ARIN publishes the identities of address holders, anybody and
everybody is in a position to certify the resource holdings.
