Yes, this is what I've found as well. I was encouraged to post about it: https://marc.info/?l=openbsd-misc&m=177704718410281&w=2 But my question there was, at least initially, around how the uboot is made and what from, and if the issue is a uboot one or something else. In an effort to try to fix the issue.
Therefore you MUST install the / - partiotion onto the sd-card and all other partitions onto nvme. That will work (have it running on 4 Raspberry 5 meanwhile). A small sd-card with 8, better 16 GB will do the job perfectly.
That's a good workaround. But it's a workaround and no mention of it specifically is in INSTALL.arm64 on the last snapshot I tested. Would it be a candidate for inclusion? --
