Samuelson doesn't deal with the situation Anand raises at all but rather
with the question of how you can deduce a utility function from revealed
preferences.  The issue Anand raises is discussed in the contingent
valuation literature - see, for example, the symposium in the 1994
Journal of Economic Perspectives.  This issue has come up a lot recently
in the context of using surveys to measure the value of environmental
goods.
