The professional photographer keeping the negatives may be because that photo is his/her property and he/she is trying to protect the unauthorized use of it. A photo development shop just prints your photos where as the pro is taking them and so they are "his"/"hers". I am guessing this is the same reason that the photographers name is on pictures in magazines?
