It sounds like the Alert tool can't find the User tool in the Registry. Was the User tool and Alert tool installed with an Admin account on the local PC?
Also, Since you are on patch 1238 of the User Tool, Patch 1340 fixed some problems with the Com/OLE object of the User Tool. You might want to bump the local PCs to a newer User/Alert tool.
