I just checked all the .html and .log file. Found quite a few failed message for Incident Management. This is a test box, I tried to re-install Incident, system says all requirement are met, won't re-install. What option do we have? I want to try import the .def before reinstall the whole system again. Are you sure all the forms were imported properly? If there were failures you should start over with a backup, and not try and import individual items. The logs should be in something like \Program Files\AR System Applications\<server>\BMC Remedy Incident Management\Logs Seperate directories and logs exist for each of the ITSM7 installs.
