Well I just tested in ARS 9 and you can:

Since my people had the locale "en_US" in "AR System User Preference" I had to
do this:
-> Stop Tomcat,
-> Modify entries in files "LocalizedMessages.js" and "LocalizedMessages_en_US.js" in folder
"/arsys/resources/standard/javascript/" folder (I guess you don't actually need to change
"LocalizedMessages.js"):

-> Empty your web browser cache,

FYI spoke to BMC last evening and was told this is hard-coded and can't be
