Interesting thing about Casablanca....
I found that they started a DST offset on March 29, but then took a 5 week "DST 
break" from June 14th to July 19th.  Now they are back on it until Oct 25th.

So that's weird...

Our tests show that it is NOT obeying Daylight Savings time and we are seeing 
it obey GMT at all times.

Not sure what the inconsistency is.

I know that India which doesn't have a DST obey does the right thing year round 
and there is no time change - it is just not GMT based it is 5:30 ahead so that 
doesn't help you.

Morocco is not supposed to obey DST so it should work (and does work for our 
tests).

and it does use DST.    I was finding the whole chain  interesting because we 
having the same issue.

I found

In User Preferences set Time Zone to "Greenwich Mean Time - Africa/Casablanca 
-> Africa/Casablanca"

Solves your problem.  Why?  Because it is tied to Morroco which doesn't obey 
daylight savings time....

Note that there may be others that do the same thing.  Check out timezones for 
the other countries below and pick your favorite....

So, I found that the UI doesn't list GMT as a timezone by itself.  I expected 
it to and I think it should myself...  but that doesn't help you.

I did go to

http://wwp.greenwichmeantime.com/countries.htm

to get a list of all countries that do not obey any type of daylight savings 
time scheme.

Then, looking through that list to find countries that are in GMT zone that 
don't use daylight savings time.  That includes

Antarctica
Gambia
Ghana
Guinea Bissau
Iceland
Liberia
Mali
Mauritania
Morocco
Senegal

So, if you find a timezone for one of these countries.....  You will get what 
you want - GMT without timezone adjustment.

Interesting.  Ok, I'll be a bit more specific.

I have a date/time field:  'planned outage start'.  At such time that field is 
changed, a filter pushes a "log" record to another form pushing field text of:
("planned outage schedule changed:
planned outage start: " + $planned outage start$)

In this scenario, the user's preference setting for 'time zone' is 
"Europe/London", which is shown as GMT+0:00, but in the summer is actually 
GMT+1:00. (I have also tried several others marked as "Greenwich Mean Time", 
such as "Africa/Casablanca, "Europe/Sarajevo", etc.)  The midtier and arserver 
in these tests are both set to UTC at the OS level - e.g. GMT+0 with no DST.

The user enters a date of "Sep 19, 2015 00:00:00" and the pushed log record is:
Planned change schedule changed:
Planned change start:  09/18/2015  11:00:00 PM

So in summary, I'm looking for a setting for the 'Time Zone' field of the 'AR 
System User Preference' form which will be true GMT with no DST offset.
I'll continue to try other time zone settings.  I realize that this problem 
will go away in a few weeks, but thanks for your time on it.

GMT = UTC

They are the same.  GMT DOES NOT obey daylight savings time.  It is the same as 
UTC.

IST or BST or CEST (if in Antarctica) or a handful of other options are all 
used for when you want daylight Savings Time offsets.

So, you should be able to put GMT and get the desired result.   (I actually 
thought you could put UTC as well, but checking some searches on the web I see 
that it seems that GMT is the successor to UTC so that term has replaced UTC in 
most libraries of timezones.)

Have you tried using GMT and are getting offsets due to daylight savings time?  
 If so, please report this as it should not be happening.

I have users that would like to have dates shown in Coordinated Universal Time 
- UTC.
In other words, not just GMT+0, but also no Daylight Saving Time adjustment.

But I cannot seem to find a time zone setting (in the 'AR System User 
Preference' form, 'time zone' field) to do this.
I submitted a ticket to BMC, and got a call back telling me that there is no 
way to do that.

Really?  Is there really NO WAY to display Date/Time fields in UTC?!?
