As I recall 8.x did not always properly flush the cache. You could try it but 
remember that while your cache is being flushed the users will likely have a 
significant performance hit, the users will also notice that the next time they 
login things are a little slow to load because the forms will re-load. 
Velicheti sounds pretty certain that a re-boot of the application and mid-tier 
will fix this. Since you are going to impact users anyhow I would wait until 
the next maintenance window and do the re-boot. This way you can be pretty 
certain that you are impacting your users with a solution rather than a “it 
might work” solution. I think sometimes we tend to look at flushing the cache 
as a transparent activity but it really isn’t. The users are still impacted by 
it. If I know for certain it will work, I will flush the cache at night or a 
low usage point if it’s something urgent, but typically I still try to keep 
that in a maintenance window just like a re-boot. I hope that makes sense. Just

       The ideal solution would be to wait for the next maintenance window you 
guys have to properly reboot the Application and Mid-tier servers (That for 
sure fixed the problem). You can try flushing the cache though I cannot recall 
if that helped in our case. This happened about 3 years ago.

Hi,
        I have had a similar issue before. This problem was caused by reboot of 
AR System Application servers and MidTier servers. Reboot of MidTier was 
scheduled to start only 5 minutes after AR System server reboot, this time was 
too low to completely boot up the Application Servers. This caused that force 
change password configuration not to work via MidTier. If you check this 
feature should work fine via the User Tool.
