As to why this might (w/o really wanting it to) happen ... I think especially at larger international environments, also with people connecting to different Remedy systems from different providers within the same company, it can happen that there some users still have old clients ... *shrugs* It then may not be that easy to update all clients for sure, also limiting access by API version might be difficult as well (perhaps the "old" client is needed for a different system, or that Admin might shoot you in the leg if you break that client of this user who had that installed). SMS may not be available everywhere as well. Also with that user Joe in Bangalore or Hong Kong with his notebook, who connects to Remedy once each second month and just does not care about updating :-) Suppose as long as it does not "break" anything, it would be ok (if it would, then perhaps you need to limit the connectable version after all).
