Much of the 4.x api is available at http://arswiki.org/wiki/Remedy_API_Downloads

If you recompile this against the 7.x api, you will run into some
issues with certain api calls that have new parameters, but it should
not be that hard to fix.

I do not know where you located ARSPHP but the most recent version of ARSPHP
I have ( 0.4) has to be built against the ancient 4.5 Remedy libraries. I
guess this will still work well, even against a version 7 server, but it is
not current anymore, I do not have the 4.5 libraries available and BMC does
not have them available either and you would need them to compile the
product.
