The real question is not if you need CMDB 2.1.0 to work properly with ARS 7.1.00, but whether or not CMDB 2.1.0 will work with ITSM 7.0.01 Patch 005 or do we need to have been told to wait for patch 006? Guess I'll find out the hard way today... I plan to upgrade both 7.1 beta servers to 7.1 release code and see how that goes. Looks like CMDB 2.1.0 also contains a replacement for the EIE application, which we had ready for production and did not know was changing, so that throws another monkey wrench into the upgrade.
