The Submitter can modify tickets they created (Without a write license) ONLY if the System is placed in Submitter Mode LOCKED, If the system is in Changeable then the Submitter MUST have a write license in order to perform modifications on their submitted requests.

You can set the system on two modes where the submitter mode is locked or changeable. These modes allow you to reset the value of the Submitter field through workflow if need be. But irrespective the current Submitter of the case can make changes to fields that he has change permissions to.
