You will be creating Incidents in a Closed or Resolved state.

You should dig into how Incidents are created in v7 - it's completely
different than in previous versions, and there may be some validation
Filters that prevent you from importing Closed tickets - I haven't tried
importing them.  I understand your confusion, but once you dig into it, it
will make more sense.  Sort of...
