I suggest you to update the values you want before the data goes to the archive form. If the original record is deleted, set the field value in a filter 'on Delete'. You must turn on FLTR and possibly SQL logging to understand what happens. Put everything into the same file. The Set-Fields action triggers a modify on the 000000000001998 ticket, and I suspect that some filter or pattern check stops the transaction.
