I would even tack on this thought... If one of those sessions are "read only" (You said Reporting, I say "read only") then the user could be issued a free (and IP independent) second account with a "Read-restricted" license too. That should be totally acceptable to the license agreement and maybe even preferable for the user. (Depending on the user. :) )
However, there is also a setting in the User tool to allow the user to do "reporting" from an alternate ARS server too. Maybe the user is working to hard by not using that setting? ( Or is the user doing reporting from both servers?
