I figured it out- someone disabled the filter that prevents you from saving a record where there is already a (Product Name = $Product Name$ and Manufacturer = $Manufacturer$) "because it was annoying" and they wanted to be able to do so. They did not realize that was only one part of the workflow that checks for that sort of thing. I'm trying to impress on them that there is probably not a legitimate reason to try and force it through.

I have had this issue occur and it was always a case of the PCT:Product Alias record for that product had a Product Name that did not match the Product entry in PCT:Product Catalog.
