What version of ARS are you using?

If you have set the server group properly, post ARS 6.3, these changes
automatically propagate. You do not have to create filters on the Server
events form to run the arsignal command like you had to do after checking
server events for changes in forms, and workflow..

Yes, I found that arsignal works.

Anyone have any suggestions as to how to troubleshoot the fact that the
secondary server isn't doing this automatically?

there is a utility called "arsignal" (I think that is the name) that you can
use to update the server
