Your fundamental decision will be whether to go single-tenancy or multi-tenancy in the application, since that affects all of the company-level permissions (not roles) on tickets and work logs. It is made more complicated by the fact that the multi-tenancy implemented in ITSM 7 is only half-baked, so it can cause as many problems as it solves.
