Actually, Character menus have the same < > capability as enumerated lists....it's Search menus that give you the flexibility of dynamic, but you loose the <> capability

Reasons you would want to use a enumerated drop list instead of a character menu is when you want to have workflow associated with different selectable values.. What you will need to do is make sure there is no workflow that fires on when Priority > 1 or > 2 or > 3 or > 4 if you do not want it to fire for your 5th value.. If there is any such workflow you might need to 'fix' that to make it work as you want it to. Character menus are great if you want the menus to be dynamic at some point..
