Gary - the old CITS Remedy System is 4.5.2 - not 5.1 You need to remote into the server and run the admin tool from the server - both the old user tool and admin tool are installed on the server - they are not hard to find.
The license information should display correctly and without error on the server. Let me know if this works or if you have any other questions.
