Tim, Sorry for the delay in responding. I'm just catching up on some of the older postings. There is/was a bug in the notify filter process. The To fields can be larger than 255 characters on the originating form and the AR System Email Messages form. However the notify filter chops the data to 255 characters.
I believe that bug still exists. To overcome the limitation, we had to change processes to perform a push fields directly the AR System Email Messages forms. I logged the issue with support and a request for enhancement to remove the limitation over a year ago.
