My recollection of the ITIL concept of CI name is that it should be a generic identification of the function of the CI and should not include serial numbers, mfg information etc.
There are no unique constraints on CI name either -- as you can have multiples in different datasets. There is a lot of good information in the Malcom Fry book - Step-by-Step Guide to Building a CMDB available through BMC. I can't find the section on CI naming but I do recall it being present.
