That's a hex dump file.
It's basically a Core Dump file from windows.
It's created when an application/executable crashes.

I am trying to clear off files on my production server that seem to just be 
there.

In my admin user directory there is a file called "aremaild.exe.hdmp"  that has 
not been modified in over a year.  It is 47MB.

It is in a TMP type folder

"M:\Documents and Settings\rem1\Local Settings\Temp\WERe28d.dir00"

Do you think it is ok to delete it?
