It is possible Ben, he is an extract from an email from one of the BMC engineers I used to speak to while working for BMC. He is the one who maintains the .net api I believe.
If it is 7.0 are above, then on *Windows* you should use VS.NET 2003. This is mainly because the fact that we had built Plug-in Server itself with this version and we have encountered a bunch of issues when a process used different versions of C run-time library (for example, that accompanied MS Visual Studio 6 and Visual Studio .NET 2003). So to avoid such problems we encourage a plug-in writer also to match the same version as that of Plug-in Server. With Meta-Update you write simple scripts in a few lines that would take you days and weeks of API programming. Results are immediate. As an example, because of bugs and restrictions with the Workflow Execution rules or Reconciliation, we use a Meta-Update script to determine if CIs across datasets are "equal" in a set of configured fields. It took an hour to add a (useful) message and a CSV to delineate the differences. My advice, get hold of vmware, install MSSQL 2003 and get a copy of the AR server 7+ and you will find examples within the server package if you choose to install the api.
