LJ is correct. However, the unique index need not be on the People form.
When making modifications to a People record, key values are often pushed to other forms. On occasion there may be an "orphan" record on one or more of the forms that this People information is pushed. (Can you save a different value for this record?) Best way to determine which forms may be getting a push is to turn on Active Link and Filter logging. Then check for unique indexes on these forms.
