What version do you have?
You can find sets that are filled out with sample data for all the versions here - http://communities.bmc.com/communities/community/bmcdn/bmc_it_service_support/service_support_general?view=documents
Be sure and use the version that matches with the version of ITSM and the version of the Data Load Utility. There are improvements/ changes in the workbooks for each version.

I'm configuring a new Incident 7.3 but I can't figure in which xls specify Access Restrictions for people (I'm using multy tennancy and I want that one people can see only his company tickets).
Also, how is possible to specify that a support user belongs to multiple groups?
