To make sure that there is no confusion about what happens when the number of
licenses changes:

The change takes affect immediately without a need to restart the server.
The system will use the new counts and enforce them immediately.

This is true for any NEW license assignment or any CHANGE to license assignment
and to any NEW user connecting to the system.

But, what about the other situations?

What if I have LOWERED the count of floating licenses? What affect will that
  have on any user definition?

No affect. Any number of users can have a definition of having a floating
license. There is no limit to this regardless of the number of floating
license tokens I have.

What if I have LOWERED the count of floating licenses? What affect will that
have on any user who is currently connected with a floating token?

No affect. If a user is connected, they are identified as holding a token.
They will continue to hold that token until they logout or are timed out. Even
if the total count of held tokens is greater than the maximum allowed, the
users will continue to hold their token and be connected to the system with
write access.

Now, no new floating token will be granted until the total number of tokens
in use drops below the new floating license token. And, the total token
count will not then again rise above the total floating license count in the
future.

What if I have LOWERED the count of fixed licenses? What affect will that
have on any user who is currently defined as holding a fixed license?

No affect. You will have a fixed user count that is greater than the licensed
count. Those users will continue to retain a fixed license.

You cannot change any user with a fixed license (even trying to change other
data than license type about the user is not generally allowed). You will not
be able to add any new user with a fixed license. All until the total number
of assigned fixed licenses drops below the new allowed license number.

(OK, for those of you who see that if I cannot change a user with a fixed
license, how do I remove the fixed license.... You can change the license
type of those users to something other than fixed -- that is an allowed change)

This is the technical implementation.

However, from a license agreement perspective... You have agreed to have no
more fixed users than you are licensed for. So, it is expected that within a
reasonable and relatively short timeframe, action would be taken to adjust
the license defintions so that the total number of users with fixed licenses
comes in line with the new count.

What if I have LOWERED the count of fixed licenses? What affect will that
have on any user who is currently connected to the system with a fixed
  license?

No affect. They will continue to be connected to the system with a fixed
license because there is no affect on the definition of the user to change
the fixed license they are assigned.

So, you should see a trend in the note above.

-- License count changes take affect immediately and automatically with no
action needed and no server restart needed
-- Generally, the count change is an increase and causes no issue
-- EVEN IF the change is a decrease, there is no immediate action or
disruption of users. Tokens are not ripped away from running users and
users are not instantly changed so that their license type is removed in
some way. There is a graceful and gradual adjustment of the license count
and type (with your involvement) to bring the system back into compliance
over the course of normal work on the system.

I hope this helps explain the action of the system for this scenario.

My recollection is that if the number of Fixed licenses available is
artificially lowered to below the number of fixed licenses assigned, then the
folks that were last assigned fixed licenses will not get that fixed licenses
upon logging in. In other words, in the example below, the first 58 people who
were assigned a fixed license will get it when they log in. The 142 folks that
were assigned a license after the initial 58 won't get one - even if none of
the first 58 are logged in.

Best thing to do is to ensure that no more than 58 people have been assigned a
fixed license. Otherwise you may see unexpected behavior.

Hi!

You should not need to restart.

Less persons can login to Remedy with a full write-license.

My guess is that Floating people already logged in would keep their
write-tokens until they logout or get a timeout. If you are at the maximum
limit of Floating licenses, no new logins would be granted a Write until
you go below 71.

On the Fixed side, my guess is that your users would actually keep their
Fixed license until you change the license type. It is when the record in
the User-form is modified that the Fixed-check is performed.
