That is indeed strange.. Does the same thing happen when you try to set a date to the current form? Or does that happen only for dialogs?
If it works correctly on the current form, what you could try doing as a workaround is set it to the current form, and then pass that value on Window Open to the dialog and see if it works correctly that way.
